I am trying to recreate the effect of this garment:

But I can't manage to get the "creases" this tiny.

This is as close as I can get by sewing large pieces onto a fitted base dress, and also increasing shrinkage warp to expand the fabric into more wrinkles. The fabric values are all set to 0, and particle distance is 5. 

The folds are still very big in comparison to the reference. Does anyone have any idea how I could achieve this effect?
