Puffiness and Instability on Layered Patterns (Collar/Cuffs)

I am currently working on a shirt pattern for a client and encountering a problem I've had prior with waistbands when patterning pants. When I layer the inner and outer pattern pieces of the collar, cuff, or waistband together they puff out from each other and also tend to warp through each other. I have all the seams set to "TURNED" and, on my folded cuff, I have the fold angle set to 0. Examples below:
