How can I fix overlapping fabric?

You could overcome this by creating an offset on your original round pattern piece > set the offset to the diameter of the cord and then trim pattern piece and raise the thickness to the some diameter and edge to curve. This will create a round edge that will collide better with all other pattern pieces. Then you don't need to use edge piping.

Alternatively create an offset to the pattern piece about 1cm out and cut and sew then hide that pattern piece. Place the piping now on the inner edge and the hidden pattern piece will act as an invisible collision buffer between flower trim.
