    Don't use DXF that will not contain fashion block or layer/annotation  information (as DXF it's generally used in engineering piece parts between CAD engineering not fashion) use DXF-AAMA or DXF-ASTM which are the fashion CAD formats that contain closed pattern shapes, grading, and garment notation in layers that are standardised specifically for fashion data exchange that should solve the problem as these two formats contain more information data than standard mechanical engineering DXF.
