Help needed to create shirring

Dear Community, I am trying to make a garment that looks similar to the one on this picture. However, I don't know how to achieve this kind of shirring with Clo3D. I'd really appreciate someone helping me out! (Ps: I am a beginner and struggling, so please excuse my eventually stupid question)
