Ruffled arm band

Hello friends, I'm trying to make a ruffled arm band, but I'm not sure how to even start.  I was considering using a band and sawing in a zigzag pattern, but I'm not sure.  I'm new to both clo and fashion design.   What I'm going after is something like what she has on her arms in the attached picture

  Make a band to fit the arm girth > then sew 2 long strips of cloth to it, it will crease and gather to that effect , then set the fabric physical preset to a stiff cloth at a small particle distance eg: 5mm

  You may also sew the strip of cloth to the arm band in a zig/zag if you want more length and more ruffle. The longer the ruffle the more frequency in the creases.
