HI! I'm quite new in CLO3D and i'm trying to do this effect on my dress without success.

Do you mean the lettuce hem type of finishing? You can achieve this by applying elastic, I like to use a value of 130 for something similar.
You could fake the look by creating a top with internal lines where the dividing seams would be, then sewing on thin stripes of fabric, adding elastic to their outer edge, and adding a rolled hem as a topstitch visible on both front and back.
