Settings to get frosted glass effect on fabric similar to this?

  While we cannot say exactly what this person did. It looks like they applied a chiffon or material with lots of texture and then adjusted opacity and for the Material Type the chose Iridescence (render Only) which gave it both the shine and multi color appearance
