Why is My Back Neck Doing This??

I have been working steadily over the past few months trying to construct a basic bodice for a female size 4ish avatar. I have been trying many methods, however I tend to follow Joseph-Armstrong's method the most.
I have already constructed a basic bodice multiple times in school. These are issues that seem to only be present digitally.
I believe it has to do with some of my measurement placements and values. I have tried changing my avatar, drafting method, and tape measurements, but have the same issue time and time again.
After about a dozen files and a few months of trying to crack this, I thought it was about time to see if someone could provide some insight on the matter.
Problem area is the hps and armhole.
Doing all of my measurements to the marked points of the avatar.
When I move my points to open up the neckline, it gives me a gaping neck, varying between front and back.
When I try to decrease the back neck, the front peaks.
Like mentioned, I believe the SH slope on the back is too deep and is creating this sloped-shoulder fit. Tried changing avatar to compensate, but at a certain point her upper torso leans back unnaturally.
