Creating Solid Shapes Within Garment

Hello community! I am trying to create a skirt with a hem like in this photo. I need the bottom angular portion to remain hard and rigid, as if it were wood, while being held to the skirt with these small loops connected to the main skirt by grommets. 

I am running into a lot of collision issues when I try to animate.

Any advice or recommendations would be a huge help! Thanks in advance!

  My suggestion is to use an external 3D software to model the rigid object and do not use collision to hold it, but use pin-to-avatar, or if this is for a static image (no simulation), just place the object and fake the weight of it on your skirt.
