You can export quads. Select your mesh and then go to the Poperty Editor > Miscellaneous > Mesh Type > Quad.

You can get a similar MD9 retopology function using the free Blender 2.82 and using the free PolyQuilt addon. Which gives you most of the same manual functionality as in MD9 retopography process - albeit inside blender as a workspace. So with that setup you get control over the flow of  your low poly quads typically used for re-topology on your imported high poly mesh model.

Are there plans to implement this natively? As the original poster said, this has been around in Marvelous Designer for a while.

This question has been asked repeatedly on and off over many years, and it is my experience that CLO3D usually never respond to it - I think history will point to an emphatic No. You need to perhaps appreciate that providing this inside CLO3D is maybe not necessary.

Is this still not available in CLO 6 unlike MD?

I recently changed over to Clo3d because I needed the extra tools, but now I'm also needing the retopology tool, Id like to see it implemented in Clo3d as well

The blender poly quilt tool is pretty good as an alternative down the pipeline, the downside is you cannot create a quad mesh retopo garment that you re-simulate like you can in MD in realtime.

HOWEVER you need to remember CLO3D is a self contained eco-stream so you don't need to jump outside of the CLO3D system to create a render or photoreal garment  with CLO3D as you can do that with vray internal and also to send out lower poly garments in 3D on a website you can use the CLO3D cloud based model toolsets (CLO-SET) that produce a PBR type low res 3D model end users can rotate. So in this respect CLO3D users can stay in a high poly sample and push out a low poly Web ready 3D sample asset that can be viewed by end users. Same basic endpoint if that is what you need only in CLO3D you avoid come complex steps by getting more of their developer backend integration. Did you check that out, as you may be missing a BIG piece in the integration pipeline for 3D sample garment assets.

If your need is to pass on just 3D digital assets you need to think about why would you use CLO3D+Cloud CLO-SET  and not just go for MD where one size fits all characters. To get a lightweight garment export out of CLO3D you can push any quad mesh or tri mesh into a 3D app (eg: blender) decimation or do manual topo in Blender. These give almost the same freedoms you have in MD. For example blender with the polyquilt or retopoFlow addon is as good as doing it in MD. And you can bind the mesh to the mesh cache so that's an easy substitute if you do this occasionally.
