How to do crinoline ?

Hello, I would like to do a crinoline. Is there someone readfy to help me with the property of my whalebones please ? I tried the underwire bra tuto but I actually need the crinoline to move. I tried to strengthen, to solidify but nothing works. If somebody has the solution it would be anazing.

  I did try once at something similar, just not a full cage. The only way I found was creating the cage as a 3D object outisde of CLO (Blender, 3DS Max, etc.) and then importing it as an avatar into CLO. Avatar objects cannot be stitched too, so you'll have to be creative on how to use the fabric around it. Here is a similar concept of a fabric wrapped around an OBJ in CLO.
