dart option wont open

It looks like you are selecting a Red Internal Line or Red Internal Segment Point. When adding a Dart it must be to a Black Pattern edge or black Segment Point. Once you remove the Red internal line that is currently directly on top of you pattern outline you should be able to add a Segment point and then add a Dart.
