how can i scale normal map and displacement map in same ratio so the fabric wrinkle can displace and pop up in same way the texture appear.

You need to add something to the color slot for the texture. For a case like yours, I created a white square texture in 1024 pixels jpg format and add it to the library .
Upload this white texture into the color slot and everything will work.Then the scaling tools will work.
Or in the properties of the fabric, go below the transforms for each texture is separately in digital form.0
