Applying a Heat Transfer Graphic to a cycling jersey

Does anyone know how to apply a sort of internal graphic to a pattern? I want to include this heat transfer graphic to a cycling jersey I'm creating, but I don't want it to disappear when I fill the jersey in with other graphics. This might not make sense but I've attached a picture of the heat transfer and also a picture of where I'd like it to be stationary on the jersey.

  Hey Lauren, It might sound obvious, but what happens if this is the last graphic you apply, on top of the precious graphics?
