Waist measure different on 2d from 3d
On my 2d window when I select all my waist the measure I get is 13.493 (x 2 = 26.986) And my avatar waist is 27. But on my 3d window after I simulate my Skirt it falls of the waist and goes to the high hip, when I used the Garment circular tape to measure it gives me 29.2". How is that possible if on my 2d draft I did the waist 26"?

Sometimes the fabric gives in and the waistline in the skirt is bigger.
I would suggest to try to stabilise the skirt waistline, either applying elastic on a 100 value, or using seam tape.

annacr is likely correct. The 3D window will give you the 3D measurement which is likely stretched. If you are still using the CLO default fibric it is very stretchy.
Also if you look in your Property Editor when selecting the waist lines you will see there is both a 2D and 3D measurement. So this is nice to use so you can see how much your material is stretching across the avatar
