Missing "Transform" window pop up

Hello, 2nd day on CLO trying to run a tutorial. Im stuck trying to scale a pattern. Im on PC I use Transform tool to highlight and get a marquee around object. But when I CTRL LFT CLICK & DRAG I get no window pop up where I can simply type in the scale percentage. I've Looked at my Windows Menu everything is mostly checked but I do not see anything for transform. Is there a shortcut to open a scale by percent window? Is there anywhere to transform scale from the Property Editor? Much Thanks - S

  We are happy to help. In order to bring up a Precision Box you need Left Click and Drag > Then while dragging Right Click. No need to click CTRL at all (that is for macs). 

  There is the option to also hold shift you you need to follow guide or make sure you are scaling evenly on both the X and Y axis.
