Box pleats bulking on the waistband area

Your skirt panels are too wide.  The bunching up of the cloth is because, in addition to the pleating, you are also gathering excessive material on the waistband.

Take the total length of the pleated material on the upper edges.  Divide by three.  That is the total sewn length that is produced after the pleating is complete.  Compare that length to the total length of the waistband where you want to sew the panels.  You will find there is a large difference.

To solve the problem, select all of the skirt panels, and shorten them on the horizontal, until you have matched lengths (allowing for the pleating).

On a related note, you do know that waistbands are generally cut as a straight rectangle, and not as a circle?
