Import RGB colors using CLO Plugin

How to Import my external RGB colors to CLO which are in stored in excel and database. 

I am trying to create a palette using my colors from CLO SDK(Library window project). 

Is there any other inbuild API are available in CLO 3d level to generate any one of the following ACO, ASE CCO files types?

Any other option available to generate a palette from plugin projects. please update.
