Curly Edge (Babylock Curling)

Hello everyone,

 

I was wondering how to do the following curly edge. I have tried doing it with the binding tool but i cannot reach that really curly effect. 

Does anyone know how to do it or has any tips?

  This is what I would do to try and create that effect-

   

  

  I used a cotton knit jersey fabric, and then I applied an elastic modifier with the ratio at 150%, then I applied the shirring to the top edge as well with an interval of 2.

   

  

  In order to control the tightness of the ruffles I added another internal line about 5 millimeters down with an elastic modifier applied and a ratio of 100%, you can then just slide that line up and down to get the look you want.
