Hello CLO community! 

This is my first post here and I am excited to see what people may share with me.

I am trying to recreate the skirt seen in the photos but so far the inserts which hold the outward shape are all draping to one side and the fullness is no where near where I would like it to be.

I made the skirt in 4-5 segments. The first segment was made then froze and then copied and pasted until I had the full circle. 

I have bonded and strengthened each piece.

Would anyone be able to give me any advice on how I could create and hold the outward shape like the physical piece shown in the photos is?

I would appreciate any sort of help or suggestions!
