How to create a parallel segment at a specific distance?

Hello!
Is it possible to create a parallel ligne/curve to a segment (for example a neckline) at a specific distance : 5cm for example?
If so, how do we do that?

  With the Edit Pattern tool, Right Click on the line. Choose "Offset as Internal line for internal segment, or "Offset as Pattern Outline" for it added outside of the pattern.
