Final Render Output Folder?

Is there a setting to specify the folder/directory where the Final Render is put?  We would like the files to be placed outside the application (Assets) directory.

If so, is the setting global or saved in the project file?

  Yes, This can be set up in the Render Settings. Once this is set up it will remain set up that way for that computer
