Yes, you can create patterns from scratch in CLO software. Please refer to the tutorial videos below:
1. Making a pattern -- You will learn how to make a basic pattern block from scratch.
2. Drafting a Pattern -- You will learn how to combine the CLO editing tools to draft a bodice pattern and a sleeve.
3. From Pattern to Production -- You will learn the whole garment creation process in CLO, making it ready for production.

I'm currently using a trial version and tried to follow the video on creating patterns from scratch, but the tutorial goes much too fast.
Is there another, slower paced tutorial available?

You can change the speed, just click on the cog. I watched it at half speed to see the menu items a bit easier.
